This initiative introduces a regulated experience access framework designed for evaluation within California policy systems.
This is not a legalization proposal.
This is a controlled public health pilot designed to generate data and inform policy.

DownloadThe Institute for Regulated Experience is a policy and research initiative focused on the development of structured frameworks for managing altered states of consciousness within a public health context.
The Institute’s work centers on the principle that outcomes are shaped not only by substances, but by the conditions under which experiences occur
The Institute’s mission is to develop and refine systems that improve the safety, consistency, and public health outcomes associated with psychedelic and related experiences.
This work is grounded in a condition-based model of experience, where preparation, environment, and integration are treated as core variables rather than secondary considerations.
Regulated Experience Access defines psychedelic use as a structured process unfolding across time.
Screening, readiness assessment, and expectation-setting establish the conditions for a stable and informed experience.
Experiences occur in controlled environments under trained supervision, ensuring safety while allowing the process to unfold without unnecessary intervention.
Structured follow-up supports the translation of experience into lasting cognitive, emotional, and behavioral change.
Together, these phases define a continuum of care that governs the full temporal arc of the experience.

The Institute is actively developing and sharing a pilot program model focused on:
• structured preparation
• supervised administration
• integration and outcome tracking
The Institute is currently in an early development phase, focused on:
This initiative is in active development.
Collaboration and institutional engagement are ongoing.
The Institute is actively developing a pilot program designed to evaluate regulated experience access within a controlled, supervised system.
The pilot model includes:
• limited cohort participation
• licensed administration environments
• structured preparation and integration
• outcome tracking and evaluation
This work is currently in an early development phase, with the intention of evolving into a formal organizational structure supported by interdisciplinary collaboration.
The long-term objective is to establish a framework that can be evaluated, refined, and implemented within public health and policy systems.
The initiative was developed by Juston Purcell, an independent researcher with an interdisciplinary background in psychology, biochemistry, and criminal justice.
His work focuses on the intersection of consciousness, public health, and policy design, particularly in the development of structured frameworks for evaluating altered-state interventions.
This project represents an effort to translate research-informed concepts into practical, policy-relevant models for real-world application.
The Institute is currently engaging with a small number of individuals across:
• policy
• public health
• research
to refine and develop this model.
Currently seeking collaboration with:
• policymakers
• public health professionals
• researchers
Early interest in this initiative has extended beyond California, with individuals and stakeholders in states such as Arizona and New Mexico expressing interest in structured, public health–oriented models.
This suggests a broader need for approaches that move beyond both prohibition and unstructured access.
This work is being developed with a phased approach to allow for future adaptation across jurisdictions.
The Institute is in the early stages of identifying individuals and organizations interested in contributing to the development of structured, public health–oriented models for regulated experience access.
This includes:
• policymakers and advisors
• public health professionals
• researchers and clinicians
• interdisciplinary contributors
This initial phase is focused on:
• refining the pilot model
• establishing evaluation frameworks
• building a foundation for responsible expansion
A limited number of early collaborators will be engaged during this phase to help shape the direction and implementation of the model.
This initiative is currently operating in an early development phase.

The Administrative Director supports the development of internal structure, coordination of contributors, and early-stage organizational planning.
With a background in psychology and experience in family support services, this role contributes to communication, continuity, and the foundational systems necessary for responsible growth.
Outreach Coordinators operate within defined parameters to ensure consistency and clarity during early development.
They:
✔ share approved materials
✔ introduce the concept to relevant contacts
✔ support awareness and early engagement
They do not represent the Institute in an official capacity or engage in policy negotiation.
This position operates within a forming structure as the Institute develops toward a more formal governance model.
The Institute for Regulated Experience is currently engaging with a limited number of early contributors to support the development and refinement of the pilot program model.
Outreach Coordinators assist in introducing the initiative to policymakers, researchers, and public health stakeholders.
This role focuses on:
• sharing the pilot program framework
• initiating early-stage conversations
• identifying interest across regions
Outreach Coordinators operate within defined parameters to ensure consistency and clarity during early development.
They:
✔ share approved materials
✔ introduce the concept to relevant contacts
✔ support awareness and early engagement
They do not represent the Institute in an official capacity or engage in policy negotiation.
This role is part of an early-stage development process focused on building a structured and credible foundation before broader expansion.
A limited number of Outreach Coordinators are engaged during this phase.
Roles and structure will evolve as the initiative develops into a formal organizational framework.
The Institute for Regulated Experience is in the early stages of engaging with individuals who bring expertise in policy, research, and public health.
These contributions support the development of structured, evidence-informed models for regulated experience access.
Advisory Contributors provide perspective and feedback to help refine the pilot program and broader framework.
This includes insight from:
• policy and governance
• clinical and therapeutic practice
• public health systems
• research and academic disciplines
Advisory Contributors:
✔ offer input and perspective
✔ support model refinement
✔ contribute to early-stage development
They do not hold formal governance roles during this phase.
Advisory engagement is selective and evolving as the Institute develops toward a more formal organizational structure.
